That cost must be passed down to the consumer. Omitting the FDA certification allows these medical products to be much lower priced, with the only impact of not being able to enter the USA market. The European CE certification is much lower price and less complex to get. Much of the medical equipment does have CE certification, so is able to be imported to European countries.
