I signed a contract with this software vendor so-called LTec India to receive an application and a web-interface in 3 weeks time. The deadline ended on 15th September 2014 and the vendor did not deliver the software since then. They already got paid 50% of the contract and they do not want to refund the deposit. They are showing excuses and never demo any software or application. I believe they scam people by charging deposits and never deliver the final product.
