I ordered weights last August 2015, and in December 2015, I received a email that the weights were ready. I forwarded payment by wire transfer, and then there were no replies to my e-mails. I asked my bank to attempt to retrieve the funds, and then the seller replied that his bank was holding the money. He managed to get the money in February 2016, and has never responded since.

None, when a business you have dealt with for 16 years suddenly decides to keep your money, something is wrong, but its too late. A partial payment might have reduced the risk.
