COMPLAINT:
We have been dealing with Linhai Huafeng Plastic Products Factory since 2013. Our first transaction has been in 2013, second in 2014, and latest in 2015. However, recently, we experienced a very serious problem (called "bank switch scam").

Since 2013, we have been dealing with Scott Leung (One of the employees of Linhai Huafeng Plastic Products Factory). We relied on his judgement and guidance 100%. On October 16 2015, we sent USD 2705 as 30% of the payment for the shipment and was confirmed received. Scott Leung confirmed that we made a short payment and advised that that because of high bank financing charge, they will switch from company to his boss direct bank account. Below is the quote from him:"We are not ask you for any extra charge. The high bank charge was due to the new rules of international payments with our bank, my boss appeared some disagreements with the bank regarding on your payment of USD2705. On the high bank charge. therefore on that reason my boss advice we will provide you his direct bank account when receive of you balance payment of USD6310."

As such we made the payment of remaining USD6310 to new bank account signed in Chinese by the same person who prepared commercial invoice with the Linhai Huafeng Plastics Products Factory, after Scott sent the photos of the goods and the confirmation that the goods are being shipped (with the documents confirming that the shipment has left shipper's port).

During this time, we asked the supplier for original Bill of Lading, Scott started denying that his company has received the 70% (USD 6310). This was also denied by his boss and the General Manager of the Company even after providing the proof of payment from bank as well as the account information that Linhai Huafeng Plastic Products Factory provided. Upon further talking, they claimed that we were victim of hack and the new bank information was never provided by their own employee [Note: We have proof of email conversations to contradict this claim and that the Scott we have been dealing with since 2013 and who provided the new bank information is the same person]. After that, Linhai Huafeng Plastic Products Factory blackmailed us that if we do not provide them another 50% of USD 6310, they will not release the Bill Of Lading.

Upon denying to give into this blackmail, Linhai Huafeng Plastic Products Factory, took back the shipment by switch consignee. Because of this fraud, we were unable to receive the goods for which we made full payment of USD 9015.

RECOMMENDATION:
1) Confirm the bank information via phone or fax before payment. 2) If the supplier switching their bank information - Beware!!! 3) Try and get the supplier to agree for COD 4) Try not give into blackmail. At times it may feel like paying 3-4K might be a good idea to get back goods worth of 9K. Business is all about trust. But you just CANNOT trust a fraud. There is no guarantee that he/she will not ask for more money. If the supplier is genuine, he will be able to understand the situation and try to find solution from it rather than keep asking for more money.
