.......................

I came across the company on the Alibaba platform. They were in existence on this platform for at least 3 years. They were an Alibaba Verified Supplier, and therefore supposedly underwent an extensive audit and inspection by an independent third-party institution via online and offline means.

My original agreement with the company, via employee Cindy Yu, was a CIF 50/50 Telegraphic Transfer (TT) payment transfer, for 1 ton of 99.9% Millberry copper wire scrap (HS Code: 7413000000), delivered from China to Ireland, whereby I make a 50% payment deposit upfront and the remaining 50% balance payment after I receive my order.

I asked an employee of the company, namely Cindy Yu, to send me a video recording of the product alongside herself and a piece of paper with that day's date written on it. This was carried out and sent to me via WhatsApp.

Initially, I received an Invoice from the company which included our 50/50 TT terms of agreement. I paid the 50% deposit of $1825 to the company's XTransfer account.

The company's XTransfer account details. Account Number: 705010945

SWIFT/BIC: CITIHKHX(CITIHKHXXXX* If 11 characters are required) Account Name: Shandong Lufa Import And Export Co., Ltd. Bank Name: Citibank N.A., Hong Kong Branch Bank Address: 3 Garden Road, Central, Hong Kong Country/Region: Hong Kong Type of Account: Business Account Bank Code: 006 Branch Code: 391

Shortly after I paid the 50% deposit, Cindy Yu told me that her boss is not willing to send my order to me until I paid the remaining 50% balance. This broke our original agreement. The reason the company gave me for this was that other entities did not pay them their remaining 50% balance after they received a product from the company. I then asked the company for a refund of my deposit. The company refused to refund my deposit even though they broke our original agreement.

.......................

The company's XTransfer account with a Citibank BIC (which is normal to have) was suspended shortly before I sent my remaining 50% balance. Luckily I was able to retrieve this money through my bank. This retrieval process took quite some time. I believe that the company's XTransfer account may have been suspended because of direct inquires I made about it to XTransfer and Citibank just days before I transferred the remaining 50% balance to it. I do not know this for sure, but perhaps so.

The company then wanted me to send the remaining 50% balance to this following account instead. Bank Detail: INWARD REMITTANCE FOR USD Beneficiary Bank: ZHEJIANG CHOUZHOUCOMMERCIALBANK CO., LTD SWIFT BIC: CZCBCN2X Beneficiary Name: SHANDONG LUFA IMPORT AND EXPORT CO.,LTD Account Number: NRA15701142010500026749

I became very suspicious of the company at this point.

.......................

While I was waiting for my bank to retrieve my funds from the company's suspended XTransfer account, I received email responses from 2 other entities I had contacted after finding them on the ImportYeti platform. They both explained how they had very bad experiences with the company. I can provide anyone with contact information for these two entities to verify such. Basically, they both received barely any copper wire in the wooden boxes sent by the company to them. And after they told the company about their respective situations, the company failed to help them and eventually stopped responding to them.

I am grateful for their detailed responses as such prevented me from losing more money to the company. After I found out what happened to them, I did not send the remaining balance to the other account that the company gave me.

...

The company is no longer on the Alibaba platform and its website can no longer be accessed.

I remain in contact with the company through Cindy Yu and Lucy Deng, via WhatsApp.

Here is another company in which Fu Aiping is the Legal Representative of that I found on the Made-in-China platform: https://zhongtengsteel.en.made-in-china.com/company-Shandong-Zhongteng-Metal-Products-Co-Ltd-.html

On the 1st of February 2024, I received an email from Made-in-China's Trade Security regarding Shandong Zhongteng Metal Products Co., Ltd. This email stated the following. "Dear Niall Bohan, Thanks for visiting and using Made-in-china.com.

To be noted these days we removed a supplier(Shandong Zhongteng Metal Products Co., Ltd.) from our website for one of listed reasons: 1. Could not be contact 2. Goods are not sent after full payment 3. Quality is not same as described in PI or contract 4. Quantity is less than described in PI or contact 5. Packing and Transportation problem 6. Others"

My recommendation is that you stay away from conducting any business with any company that Wang Deting or Fu Aiping are involved in.

Be cautious, because there are probably other companies that Wang Deting and Fu Aiping are involved in.

The company is also on the Offender list of:

Embassy of India, Beijing Trade & Commerce Wing Subject: Fourth Advisory for Indian small and medium enterprises (SMEs) doing/interested in doing business with Chinese companies

See: https://www.eoibeijing.gov.in/public_files/assets/pdf/4th_Trade_Advisory-Revised_as_of_April_30_2023.pdf

I also received a response from the Embassy of India in Beijing regarding the company.

Response from Embassy of India, Beijing:

"Dear Sir,

Ref. to your trailing mail, there was a case reported by the Indian company in 2021, the nature of the dispute is as follows:

The said Chinese company Shandong Lufa Import and Export Co., Ltd involved a trade dispute case. They took advance payment of US$ 41000 and even after that they didn't deliver the goods. The Mission had been constantly in touch with both parties, however the Chinese side failed to negotiate making excuses citing the reason that the goods could not be delivered because of COVID-19, but Indian side wanted to cancel the order. However, the Chinese side refused to refund advance payment to the Indian company and Indian side is negotiating with them till now.

Warm regards, Shivani Jhirwal Second Secretary (E&C) Embassy of India, Beijing"

RECOMMENDATION:
I learned that even if a company is an Alibaba Verified Supplier, has certain business Certificates, and a Unified Social Credit Code (on China's National Enterprise Credit Information Publicity System - https://www.gsxt.gov.cn/index.html), they still may scam you and get away with it.

I recommend that nobody should risk doing business with any company that Wang Deting or Fu Aiping are associated with.

Contacting others about their experiences with certain companies can be very helpful. Sometimes you can find them on sites like ImportYeti, and then search their names for their contact information on search engines.

Investigating a company by using their Chinese title can bring up more information about them in search engine results than by just searching their English company title.
